Every year, the month changes and a handful of rules change with it. November 1, 20,26 is one of those dates. If you drive in Delhi, take calls from unknown numbers, use a credit card, book train tickets, or draw a pension, a few of these will touch your week.
Before we dive in: some of these apply only to certain cities or customer groups. Every link below goes to an official source (a government, regulator, or bank site), so you can check the details yourself.
5 Major Changes From November 1, 2026
The main 5 changes that will take effect on 1 November 2026 are:
1. Delhi Pollution Rules: A Tougher Winter
Delhi’s government has made its winter pollution measures a permanent annual plan, running every year from November 1 to February 28. The headline rule is No PUC, No Fuel. Petrol, diesel, CNG, and LPG outlets across Delhi will fill only vehicles with a valid Pollution Under Control certificate.
Here’s what else to know:
- Outstation vehicles: From November 1 to January 31, vehicles registered outside Delhi that fall below BS-VI standards can’t enter or ply in the city. Electric and CNG vehicles and essential-service vehicles are exempt.
- Offices: Staggered timings and a 50 percent work-from-home arrangement are part of the plan. Reports differ on exactly how long the WFH part runs, so check your employer’s circular.
- Parking and construction: Parking charges are set to double, and construction and demolition work faces restrictions.
If you drive, check your PUC certificate today. It’s much easier to renew it at a testing centre than to get turned away at a pump. For the government’s own announcement, see this All India Radio report on Delhi’s winter action plan and the Delhi government website for the latest instructions.
2. Banking and Credit Card Charges
I’ll be straight with you. We couldn’t find any bank-wide credit card fee change notified for November 1, 2026. Banks revise charges on their own schedules and tell customers by email or SMS, so what applies to you depends on your bank, your card variant, and how you spend.
One rule is already on the books. The RBI’s amendment directions of April 27, 2026 say card issuers should report an account as “past due” and levy late payment charges only after it stays overdue for more than three days. Late charges will apply only to the outstanding amount after the due date, not the total amount due. This is set to apply from April 1, 2027, so it isn’t a November change.
The smart move is a two-minute check. Open your card’s fee schedule or Most Important Terms and Conditions on your issuer’s site (SBI Card, HDFC Bank, ICICI Bank) and look at three things: cash advance fees, late payment charges on wallet loads, or rent and education payments.
3. Railway Ticket Booking Rules
You may see “new railway rules from November 1” floating around, so here’s the clear picture. The reservation period was cut from 120 days to 60 days back in 2024, as Central Railway’s reservation notification shows. That’s already in effect, so it isn’t new this month.
The Aadhaar rule is also older. Railways decided that, during the first 15 minutes of general reservation opening, reserved general tickets can be booked online only by Aadhaar-authenticated users. All India Radio covered that decision in September 2025. We found no confirmed railway rule starting November 1, 2026. Before you plan a trip, check dates and booking eligibility on the IRCTC website.
4. Telecom Rules and Spam Call Protection
This is one of the real ones. The Department of Telecommunications (DoT) circular of October 13, 2026 directs operators to introduce Calling Name Presentation (CNAP) from November 1. In plain words, when someone not in your contacts calls, you’ll see their registered name next to the number.
A few things to know:
- It’s for 4G and higher networks. 2G, 3G, and landlines will be considered separately.
- It’s on by default, and operators must provide it without a separate request from you.
- People who have activated the Calling Line Identification Restriction facility won’t have their names displayed.
Separately, TRAI amended its spam rules on September 18, 2026. Its press release and the regulation itself explain the changes in detail. One example is that the 140xx, 1600xx, and 1601xx series won’t be flagged as suspected spam for recipients. Not every part starts on November 1, because the rules come into force in phases.
Whatever the rules say, the old advice still works. Never share OTPs, passwords, or banking PINs. You can report suspected fraud on the Sanchar Saathi portal, and you can read the DoT’s circulars on the DoT website.
5. Digital Life Certificate for Pensioners
If you or a parent draws a pension, this is the one to calendar. A Digital Life Certificate (DLC) is the Aadhaar-based proof that a pensioner is alive, so the pension keeps flowing without a trip to the bank.
- 80 and above: You can submit from October 1.
- Everyone else: Submit from November 1, with a last date of November 30, 2026.
- Validity: Once submitted, the certificate stays valid until November 30 of the next year.
The timing comes from a Department of Pension and Pensioners’ Welfare office memorandum dated July 18, 2019 (see the Pensioners’ Portal). You can generate your certificate on the official Jeevan Pramaan portal, using the app and Aadhaar face authentication. Afterward, confirm your pension disbursing authority has accepted it. Don’t leave it to the last week, because a rejected submission is much easier to fix with time in hand.
Wrapping Up
November 1, 2026 brings real changes for Delhi drivers, phone users and pensioners, while a few “new rules” are older ones in fresh packaging. Before you act on any of it, spend a minute on the official source. Dates, exemptions and eligibility are exactly where the details matter.
Two things to know before you publish. The Delhi section links to All India Radio, the government broadcaster, and to the Delhi government homepage rather than the notification itself, because I couldn’t find that PDF online. Please swap in the direct link if you have it. Also, I removed the news-site links from this version, so every link now points to a government, regulator, or bank site.
